Water and Wastewater Finance Strategies Workshop

This course offered by the UNC School of Government's Environmental Finance Center provides a comprehensive overview of financial and legal considerations for water and wastewater utilities. Participants will explore legal structures and financing tools such as user fees, system development fees, availability fees, special assessments, and other funding strategies. The curriculum covers rate-setting practices, introduces key resources like rate-setting and affordability dashboards, and examines methods for assessing utility financial health. Additionally, the course provides insights into state grant and loan programs to support sustainable utility management. Designed for utility managers, finance officers, and policymakers, this course equips participants with essential knowledge and tools to navigate the complexities of water and wastewater finance.

Attendees: Local government staff, local elected officials, utility staff, and consultants

Credit hours may be offered as follows*:

  • Water operators, by the Water Treatment Facility Operators Certification Board
  • Wastewater operators, by the Water Pollution Control System Operators Certification Commission, and 
  • Professional Engineers

*Subject to Approval

Participants can also receive 10.00 hours of credit from the Water Treatment Facility Operators Certification Board and Water Pollution Control System Operators Certification Commission.

Individuals seeking PDH credit should submit the agenda and their license # to NC BELS. Water Treatment Operators and Water Pollution Control Operators should sign a course attendance roster at the conclusion of the course.
