Frayda S. Bluestein Scholarship Fund for Municipal and County Administration

The Frayda S. Bluestein Scholarship Fund for Municipal and County Administrationprovides scholarship support to a local government official, or officials working in municipal or county government enrolled in the UNC School of Government’s Municipal and County Administration Course. Preference is given to enrollees whose participation is dependent on financial support. Other factors that may be considered are the number of individuals in a particular unit that have already graduated from the course and how critical the course is to the governmental unit and to the applicant’s future career goals. 

 

History 

Through her 30-year career at the UNC School of Government, Frayda Bluestein diligently served local governments across the state of North Carolina. An expert on local government structure and authority, public contracting, conflicts of interest, and transparency laws, her work has been an immeasurable benefit in guiding local and state government officials. Bluestein joined the Institute of Government in 1991 and from 2006 to 2017 served as the School's Associate Dean for Faculty Development. Prior to joining the school, she worked in private law practice, focusing primarily on municipal and land use law, and for one year in the Legislative Drafting Division of the North Carolina General Assembly. 

The “heart and soul of the School,”Bluestein was awarded the School of Government's two-year professorship for outstanding junior faculty achievement in 1998, the two-year professorship for teaching excellence in 2004, and the David M. Lawrence Distinguished Professorship in 2014. In 2016, she was honored with the Grainger Barrett Award for Excellence from the Government and Public Sector Section of the North Carolina Bar Association and the Ernest H. Ball Award for Excellence in Municipal Law from the North Carolina Association of Municipal Attorneys. And in 2022, Bluestein received the University's Edward Kidder Graham Award for Faculty Service. 

The Frayda S. Bluestein Scholarship Fund for Municipal and County Administration was establishedto honor Frayda’s legacy of teaching and expertise and hopes to make a lasting impact on the ability of city and county officials to receive the training they need to serve our communities.
