S. Ellis Hankins Municipal Administration Scholarship

The S. Ellis Hankins Municipal Administration Scholarship provides scholarship support to a municipal employee or employees enrolled in the UNC School of Government’s Municipal and County Administration Course. Preference will be given to enrollees whose participation is dependent on financial support. Other factors that may be considered are the number of individuals in a particular unit that have already graduated from the course and how critical the course is to the governmental unit and to the applicant’s future career goals. 

 

History  

Born in Eden, raised in Wilmington, and a triple alumnus of UNC, Ellis’s career has been one dedicated to serving and supporting local governments in North Carolina. A practicing lawyer and current Chair of the Raleigh-Durham Airport Authority Board,Ellis worked for the NC League of Municipalities in various capacities including as general counsel and chief state legislative lobbyist from 1982 to 1994 and was appointed its executive director in 1997 where he served until 2014 

 

A lifetime honorary member of the NC Municipal Attorneys Association, the NC City-County Management Association, and the NC League of Municipalities, Ellis has taught as a visiting professor in graduate public policy and management programs at UNC-Chapel Hill, NC State, and Duke University, served on the School of Government Foundation Board, assisted with the transition of North Carolina Governor-Elect Roy Cooper, and is a member of the Order of the Long Leaf Pine, bestowed by Governor Pat McCrory for exemplary service to the state of North Carolina. 

 

The S. Ellis Hankins Municipal Administration Scholarshipwas established to honor Ellis’s legacy of dedication, commitment, and service in hopes of supporting the careers of North Carolina Municipal Employees.
