What is this?
The Level 100 Procurement Modules provide the essential knowledge and skills needed to understand and operate within the public procurement environment in North Carolina local government. Together, these courses establish the foundational competencies necessary for procurement professionals to perform their duties with integrity, transparency, and effectiveness while supporting the mission of their local government organization.
Who are these modules for?
The Level 100 curriculum is designed for new and developing procurement professionals, as well as NCAGP members pursuing CLGPO certification.
What do the modules cover?
The Level 100 Procurement Modules introduce the legal framework, ethical standards, procurement methods, and operational practices that support effective and compliant procurement. Current Level 100 modules include:
· 101 – Introduction to Public Procurement in Local Government
· 102 – Procurement Methods and Thresholds
· 103 – Evaluating Bids and Proposals
· 104 – Making the Award and Signing the Contract
· 105 – Construction Contracting
· 106 – State Law Competitive Bidding Exceptions
· 107 – Surplus Property
· 108 – Ethics, Conflicts of Interest, and Vendor Relationships
· 109 – Introduction to Communication in Procurement
· 110 – Federal and Grant-Funded Procurement Requirements
· 111 – P-Card Use and Oversight
· 112 – Technology and IT Procurement
How will I access the modules?
After purchasing registration, you will receive an automated email from Canvas. The email will come from notifications@instructure.com and it will provide direct access to the Level 100 Procurement Modules course page. Canvas is the same platform School of Government faculty members use to provide course materials for live instruction courses.
Can someone else view the modules with me after I purchase registration?
Yes. However, only the individual who purchases the Level 100 Procurement Modules will receive course credit. If you plan to use the modules toward CLGPO certification, registration must be purchased in your name.

I have a question about CLGPO certification. Who should I contact?
It depends on your question. Please direct questions about certification qualifications to Certification Committee Chair Chris Payne at chris.payne@greensboro-nc.gov. Questions about the logistics of certification application can be sent to School of Government staff member Sunsan Hutchinson at CEcoordinator@sog.unc.edu.
