If a city has a mayor elected by voters, can the city use charter change procedures to give a mayor the right to vote on all issues? Is it possible only when the city changes methods of selecting the mayor, from selection by council to election by voters?
It is possible to make the voting change separately, with respect to a mayor who is already elected by the voters. Such a change could be made effective immediately and would not have to await the next election.
