What does every institution aspire to achieve? Great organizational culture. When absent, it is clear to those inside and out of the organization. When present, personnel thrive and performance significantly improves. However, organizational culture is notoriously resistant to change. At the same time, the practical levers available to public sector leaders for changing organizational culture are often unclear or misunderstood. Going beyond the aspiration for a better organizational culture takes understanding culture’s component parts, informal and formal sources of power, and how to exert influence both at the individual and systems level.  

This course will focus on practicing specific applied skillsets that enable public servants – no matter their formal title or authority – to better understand and lead positive cultural change. Participants will explore the building blocks of culture and work through the known pitfalls associated with effectively changing mindsets and bureaucratic norms.
