If the council has not made an ordinance subject to a referendum and citizens wish to force a referendum on the ordinance, are there any procedural requirements other than submitting the petition within the period specified in the statute?
Yes. G.S. 163-218 requires that sponsors of any petition calling for an election or referendum register notice of their petition with the appropriate county board of elections. This should be done before any signatures are collected.
