The statute does not specify, but it makes more sense for the city clerk to have that responsibility. Otherwise, the need to obtain verification would shorten the 30 days that the statute gives citizens for obtaining a sufficient number of signatures by whatever number of days it took the board of elections to conduct the verification process.
