Library Policies
Borrowing Policies
The Knapp Library lends books to any North Carolina resident with proper identification or University of North Carolina student with a UNC One Card. Only cataloged books may be checked out from the library. Journals, statutes, reference materials, archived materials, and maps are for library use only.
Overdue fines are $.50 per day with a maximum overdue fine of $15.00. Recalled books not returned by their new due date are fined at the rate of $5.00 per day per book, up to a maximum of $100. Charges for lost of damaged books are based on replacement cost plus a per-item processing charge.
Copying and Printing Policies
Anyone may use the printers and copiers in the library. School of Government faculty, staff, and students are asked to sign the available logs when using the copier, which allows the library to bill the appropriate project or individual account. Patrons not affiliated with the School of Government should see a library staff member to make a payment when printing and copying. Printing and copying charges for non-affiliated patrons are 10 cents per page.
Food and Drink Policies
In an effort to keep materials, computer equipment, and furnishings in good condition for you and future users, the library asks that patrons do not bring food into the library.
The library does permit drinks in bottles that can reclosed or other spill-resistant containers, such as travel mugs and sports bottles.
Cell Phone Policy
The library asks that patrons refrain from talking on their cell phones while inside the library. Please move into the hallway outside the library's main door if you need to use your cell phone.
Adverse Weather Policy
The library will not necessarily be opened or closed during bad weather. Library staff decide on a case-by-case basis whether the library will be open during adverse weather conditions. Please call ahead if the weather is bad to find out if the library is open or not.
Privacy Policy
The libraries of The University of North Carolina at Chapel Hill respect each library user's right to privacy and confidentiality regarding information sought or received and resources consulted, borrowed, acquired or transmitted or services provided. The libraries comply with the North Carolina General Statutes regarding confidentiality of library user records. The relevant North Carolina statutes state:
§ 125-19. Confidentiality of library user records
(a) Disclosure. - A library shall not disclose any library record that identifies a person as having requested or obtained specific materials, information, or services, or as otherwise having used the library, except as provided for in subsection (b).
(b) Exceptions. - Library records may be disclosed in the following instances:
(1) When necessary for the reasonable operation of the library;
(2) Upon written consent of the user; or
(3) Pursuant to subpoena, court order, or where otherwise required by law.(1985, c. 486, s. 2.)
§ 125-18. Definitions.
As used in this Article, unless the context requires otherwise:
(1) "Library" means a library established by the State; a county, city, township, village, school district, or other local unit of government or authority or combination of local units of governments and authorities; community college or university; or any private library open to the public.
(2) "Library record" means a document, record, or other method of storing information retained by a library that identifies a person as having requested or obtained specific information or materials from a library. "Library record" does not include nonidentifying material that may be retained for the purpose of studying or evaluating the circulation of library materials in general.

In addition, the libraries comply with other privacy laws, including the Family Educational Rights and Privacy Act (FERPA.)
