Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Yes. G.S. 158-7.3(b) and G.S. 160A-515.1(a) authorize a county to act jointly with a municipality located within the county to finance a project, define a project development district that is within the municipality, and adopt a project development financing plan for the district.

If a county and municipality jointly create a project development district, the district may not exceed 5 percent of the total land area in the county and 5 percent of the total land area in the municipality.
