Health Officials in the Republic of Liberia Call on School of Government Experts

Faculty member Aimee Wall works with North Carolina public officials in the areas of North Carolina social services law and animal services law. Until 2011, she worked primarily in the public health law field with health directors and others across the state. But when she was contacted in 2015 by Francis Kateh, former Anson County health director, she was asked to think a bit beyond her normal beat. Kateh, an expert in disaster preparedness, headed the response to the Ebola outbreak in his home country, the Republic of Liberia. Calling on his past experience with Wall, he wanted her help in creating or updating the legal tools that were needed—but not available—during the Ebola crisis in 2014.Read More

Faculty Member Anita Brown-Graham Named 2017 CEO of the Year

Faculty member Anita Brown-Graham, who rejoined the School of Government in 2016, was named a Triangle Business Journal 2017 CEO of the Year for her leadership of North Carolina State University's Institute for Emerging Issues (IEI), where she served as director from 2007–2016. There, she led IEI’s work to build North Carolina’s capacity for economic development and prosperity. Each year, she and her colleagues worked with leaders across the state in business, government, and higher education to focus on issues important to North Carolina's future. Faculty member Tyler Mulligan's article, "Economic Development Incentives Must be 'Necessary'," has been published in the February online edition of Harvard Law and Policy Review. In the article, Mulligan critiques courts' and legislatures' public benefit analysis for private enterprise, and proposes a framework for more robust judicial scrutiny of necessity when local governments consider awarding development subsidies. He emphasizes the key legal principle of constitutional gift analysis that there should be greater public control over public funds and facilities.Read More

Faculty member Maureen Berner delivered two lectures at the University of Ljubljana, Slovenia, to graduate students in the Joint European Master in Comparative Local Development program (Master CoDe) on February 27 and 28. Topics covered included issues of intergovernmental and nonprofit relations (using food assistance as the case study) and the diversity and disparity in programs, politics, and the criminal justice system.Read More

This interactive training explains what a bill is, including an overview of the different types of bills that might be introduced; the different components of a bill; how to understand what a bill is actually doing; how a bill can be changed; and how to find a bill and related law on the North Carolina General Assembly website.Read More
Former Director John Sanders to Receive UNC Lifetime Achievement Award

The UNC General Alumni Association honored School of Government Dean Mike Smith with the 2017 Faculty Service Award, which celebrates faculty members who have performed outstanding service for the University or the Alumni Association. Each year the award recognizes two UNC faculty members. In addition to Smith, a 2017 award was presented to Joseph D. Simone, the Chancellor’s Eminent Professor of chemistry at UNC and the William R. Kenan Jr. Distinguished Professor of chemical engineering at NC State.Read More

UNC President Margaret Spellings will deliver the 2017 Deil S. Wright Lecture at 2:00 PM on March 31 at the School of Government. The event is free and open to the public. Nationally known as an education thought leader and public policy expert, Spellings most recently served as president of the George W. Bush Presidential Center in Dallas, Texas. Spellings previously served as president and CEO of Margaret Spellings & Company, president of the U.S. Chamber of Commerce Foundation, US secretary of education, and chief domestic policy advisor for President George W. Bush. Spellings is a graduate of the University of Houston, where she earned a bachelor’s degree in political science. She also received an honorary doctorate and Distinguished Alumna Award from the university in 2006.Read More
